Maria da Graça Carvalho was the lead rapporteur of the Union Protection Regulation against the Manipulation of the Wholesale Energy Market (REMIT) and was guided by three main principles as guideline:
Legal Coherence and Transparency, a Strengthened European Dimension and a Reinforced Market. To each of these principles corresponds a specific set of actions. Legal Coherence and Transparency shall be enabled by more clarity in the Regulation and a better alignment with other pieces of EU legislation. A Strengthened European Dimension is pursued through the reinforced scope of ACER’s actions and cooperation with national regulators. Finally, measures to remove red tape, unnecessary barriers, and redundant reporting contribute to a Reinforced Market.
Following the outcome of the informal trilogue between the representatives of the three institutions held on November 16, 2023, in the European Parliament regarding the Regulation of the subject, the draft compromise text was agreed upon by the Permanent Representatives Committee.
