Disruptions of supply chains resulting from the COVID-19 outbreak were a very general problem that still has direct and indirect consequences on many European industries. The non-road mobile machinery (NRMM) and tractor manufacturers sectors are among them. Generalised factory shutdowns in Europe and the absence of critical components were leaving manufacturers with stocks of engines, unfinished products and risking deadlines set by the relevant regulation not being met. In April I wrote a letter to Commissioner Breton supporting this sector’s call for a careful and limited one-year postponement of some of the deadlines to complete the production of the machines and tractors equipped with transition engines and place them on the market. I voted in favour of the extension of 12 months, knowing that this might need to be further extended as it is difficult to predict the exact duration of the delay for the completion of the impacted goods (e.g. inland waterways vessels). For the moment, we also had to respond to an urgent need in relation to the seasonality of the equipment in which transition engines will be fitted (particularly in the case of tractors and garden equipment).
