Graca Carvalho announces priorities for the Report on the Simplification of Rules for Participation of current and future European Programmes for Science and Innovation
Graca Carvalho, Rapporteur for the simplification of the Implementation of European Programmes for Science and Innovation, announced the priorities for the report.
The objectives of this report are "to promote research and innovation, making it easier to apply for EU grants and their management."
Among her priorities, Graca de Carvalho proposes
A system of funding based on scientific excellence, with the simplification of financial control, instead of focusing on current systems of financial and scientific management.
* Harmonisation of rules and procedures for the different instruments used in the Commission's programs, with rules for its own research centres and universities, for industry and for SMEs
* Simplification of the rules regarding a financial approach based on trust and a higher risk tolerance.
In the coming months, this report will redefine the rules of participation not only in the Research . Framework Programme (52 billion euros), but in all other programs of Science and Innovation. The goal is to to facilitate participation. Presently the rules are very complex. This report aims to be the script for the participation in current and future programs after 2013.
During this period Graça Carvalho will meet and hear various partners, universities, research centers and companies to discuss the major rules of participation in European Programs for Science and Innovation.
