Work in Parliament Horizon 2020 - Exchange of views ITRE Committee

Parliament's negotiators for EU's research programme for 2014-2020, the "Horizon 2020", was today reported back to their colleagues in the Industry and Research Committee about the informal deal stuck with the Irish Presidency in early summer. After 9 trialogues and many more technical meetings, the agreement was found on all 5 files of the Horizon 2020 package on 25 June. 

EP overall successfully defended EP position e.g. on the following topics: participation of SMEs; Widening excellence; science with and for society, open access; gender; fast track to innovation, time to grant; review mechanism, the KIC selection procedure; RIS scheme; balance between small-medium and big projects; earmarking for research on renewables, energy efficiency, smart grid and storage; Synergies with cohesion policy; Stricter control of JTI and other forms of PPPs.

The package consists of five legal files: 

  • Establishment of Horizon 2020 (rapporteur: Teresa Riera Madurell (S&D, ES),
  • Specific Programme Implementing Horizon 2020 (Maria Da Graça Carvalho (EPP, PT) See intervention here.
  • Rules for participation (Christian Ehler (EPP, DE),
  • European Institute for Innovation and Technology (EIT) (Philippe Lamberts (Greens/EFA, BE), and
  • Strategic Innovation Agenda of the EIT (Marisa Matias (GUE/NGL, PT).

The committee vote is expected later this month or early October, and the plenary vote probably during the 21-24 meeting.
